Dear Msgr. Sempa, Regarding your e-mail of July 30 regarding the my offer per my e-mail of July 24 to assist with the subject evaluation of the parish facilities as part of the Called to Holiness and Mission, please understand I was instructed by Mr. Frank Semanski, the Facilities Manager of the Diocese of Scranton, to contact you directly with my request. In response to my e-mail below to Mr. Semanski, we had a long discussion of the process, and he determined it would be best if I dealt through the pastor in evaluating any inquiries or proposals, or provided other useful assistance in this process. Consequently, I believe the diocese is well aware that I have contacted you directly with my request, as Mr. Semanski and Msgr. Grimalia with both copied on my July 24 E-mail to you. In an attempt to facilitate the necessary communications and approval process for me to be able to assist with parish facility evaluation process, by copy of this e-mail to Mr. Frank Semanski, Msgr. Grimalia, and Bishop Martino, I am requesting that the appropriate approval be issued from the diocese to Msgr. Sempa to allow me to provide assistance as offered in my e-mail of July 24, as indicated below.
Dear Msgr. Sempa,
I am offering my assistance with the evaluation of the facilities of the Sacred Heart – St. John Parish, to be performed in accordance with the directives and standards established by the diocese, as part of the Called to Holiness and Mission project. I understand from Mr. Frank Semanski, Facilities Manager of the Diocese of Scranton, that a list of the pre-qualified professional architectural and engineering firms was sent to you at the beginning of June. Please advise if you have requested bids or received bids from any of these firms to provide the required inspection, evaluation, and report, or if a firm has been selected. I will be happy to provide assistance in the selection process, and to the firm selected to perform the evaluation. You will recall my past involvement with other capital projects, in particular the school parapet and roof repairs. My pro-bono consultation with the architect, Carl Handman, resulted in a scope reduction which saved the parish approximately $130,000 in capital cost.
Considering that the evaluation report is due by the beginning of September, time is of the essence. I look forward to your prompt response.
Sincerely,
Anthony S. Foti, P.E.

Please advise when you obtain the necessary authorization. In the meantime, please advise of the status of the facility evaluation process. Have any requests for proposals been sent out to the prequalified archtectural or engineering firms, or have any proposals been received? Has a meeting been scheduled with the Finance Committee to approve the selection and authorize a purchase order or contract with the selected firm? As noted above, considering the evaluation report is due in less than 5 weeks, time is of the essence.
Best regards,
