Dear Mr. Quinn,
Pursuant to our conversation this afternoon, we are forwarding the attached excel file. The Modified Assessments worksheet presents out attempt to more fairly and equitably allocate the required $15,162,239 total assessment to all 215 parishes. The first 11 columns are from your tables as published in The Catholic Light. The last three (3) columns (Modified Rate, Modified Subsidy, and Change:Modified Subsidy vs. Subsidy as Capped) show the new assessment rate, new assessment, and the change between the new assessment and the prior subsidy as capped assessment.
In our approach, we eliminated the $50,000 cap on the 18 parishes adversely affected by the cap (i.e.: subsidy greater than 25% of operating income). This reduced the total assessment by $759,903 (Overcharge assessed to the 18 parishes). In order to recoup this $759,903, the assessment on all 215 parishes was increased proportionally: The 141 parishes previously assessed at 25% would be assessed at 26.32%. The 60 parishes previously assessed at 10% would be assessed at 10.53%. The remaining 14 parishes benefiting from the $50,000 cap (subsidy as capped below the nominal 25% subsidy rate) would have their assessment increased proportionally (between 0.53% to 1.32% additional assessment).
The impact on the 197 parishes not adversely affected by the cap is relatively small (no more than 1.32% of the operating income), which should not be much of a burden for each parish. The 14 parishes benefiting from the cap (subsidy as capped below nominal 25% assessment rate) still benefit from the cap, with only the same relatively small increase in their assessment. The 18 parishes adversely affected by the cap have the overcharge removed, and pay an equal percentage of their operating income. Under this approach, no parish will pay more than 26.32% of their operating income, and your budget requirement of $15,162,239 will be met.
